I recall my driver instructor being a nut and always telling me to go 10 over when merging (this was my driver ed teacher) I should never go over the speed limit right? Also for pre-car inspection, a hole on the front bumper covered by duck tape, would that fail the vehicle? Insurance etc. Took pictures looked at damage and said it was fine, will they be ok with it as well?

The speed limit (aka. Law) is 100 km/h. It doesn't matter if you're a hazard in real life, the Government driving test is basically a 'how well do you know the rules' test. Do 100 km/h an hour, not 1 over that. Besides, you will merge onto the highway and get off at the next exit, hardly a hazard if you're in the far right lane for probably less than a kilometer. Exit ramp speed is something a bit trickier.
